I was thinking about buying some KYB shock. Wich spring u recommend with it for a 60/40 drop for my Jetta 97 2.0L.

How much are you willing to spend?

I would only touch Bilstein or Koni for shocks. Can't go wrong with them.

For springs I would go for H&R. I'm pretty happy with my H&R race springs.
 
Then yeah cup kits are your best options with that budget. I'm not a fan of cup kits but if I would buy one then the H&R kit would be my choice.
