parking ticket again...

I went to the hospital to visit my sick friend. I parked in a parking lot that the city owns across the street. I came back to my car 5 minutes late and the guy gave me a ticket. He was still in the parking lot.....when I came. I could see him across the street giving me a ticket. The guy told me I have to pay it, do you think I can win if I was only 5 minutes late??thanks!

5 minutes late?? so you were out of time in the meter??

The guy is allowed to give you a ticket if your 1 minute late.
I don't really think there is a grace period after your time is up, I might be wrong though.

I know by law ( unless it changed) you can be stopped anywhere for 5 mins without paying, as long as it is not a no stopping zone. So technicaly you have 5 mins grace. but they might have changed this.
