Stop at stop sign or at intersection?

My mom got a ticket because she stopped at her stop sign(I know she stops at EVERYTHING) but the cop couldn't possibly see the stop sign at his vantage point therefore automatically assumed when she actually crossed the intersection that she did not stop at all.

Here is a quick paint drawing. The red square thingies are the stop signs. The grey lines represent the line of stoppage. Not drawn to scale.

For sure this is contestable, there is no conceivable way that the cop could've seen my mom do her stop or otherwise. There is a large building on the side my mom was coming from and based on the distance from the stop sign to the actual intersection(which is estimated at 10 meters) and the distance from the cop car and intersection/stop sign, unless the cop has x-ray vision there is no way he could have witnessed anything as the stop sign that my mom apparently did not stop at was not in his field of vision.

I just want people's opinion on this. My mom is contesting the ticket but she is representing herself, even though I recommended she hire a lawyer.

You know, all this could have been prevented if we didn't have such shit roads and road design.
 
Well the line is the limit line, you are supposed to be stopped before it. So she is in the right, she saw the stop sign and stopped, if they didn't want people to stop at the stop sign why wouldn't they put it next to the line? There's a few streets like that near me and I think they're ridiculous. Take pictures of the area showing where the stop sign is, showing the view from where the cop was from the sign, etc. to show that there is no way he could have seen her stopping. The limit line is the furthest you can be stopped, its the same thing at a light, you don't have to stop at the line at the light do you? , I don't think your mom should have any trouble getting off on this ticket, she might even get off before that if she writes the scenario in the little box when she pleads non guilty. If she wants to contest.
She needs to.
1 Send in her not guilty plea.
2 Ask for the "divulgation de la preuve"
3 Built her defence using this proof with shematics and photos explaining her point.
4 Explain to the judge that after stoping she could preceed safely.
5 Get a sympatetic judge.

The exact same thing happend to me a few years back in Longueuil, explained to the cop that they were two far to see me stop before the line ( there was someone crossing the street) Still got the ticket.. never bothered to contest it, just told them they were pathetic cops.

hopefully you wont have to waste any work time in court.
 
Kinda defeats the purpose of watching over an intersection if you can't even see it.
Why would they do that?
