dual exhaust

i have an 81 pontiac with a 305 in it but my muffler is slowly getting rusty and damaged my question is if i put headers and make it dual exhaust with mufflers on each side is this illegal? i'm not sure if there is a catyltic converter on the car i didnt really notice but say it does and i add them as well will i get harrased?

As per ALL the threads on mufflers..

If it makes more noise than stock and that it doesn't retain the same caracteristics as stock, you could me in for a ticket.
