No, but it's not about the laws. It's about common sense. Also, this is probably Russia.
 
yes let's blame the video car for this accident, because going around obstacles on the road in a safe way is just too much to ask. then again, here people drive on the straight like it's a drag strip and use up every single lane they can for a simple 90 degree turn.
