weard problem

yesterday i send my car to the garage cause i thaught the timing bell was broke finnaly the mecanic called me saying that it was the crankshaft pulley now wath do u guys think is he trying to rip me off please give me your advise
 
is for my 98 civic hb (d16y7) i was driving and the engine just stopped, i was driving slowly cause threre was a red light, after that the car didnt want to start i had to tow it
 
AH IF HE SAID IT'S THAT.... DON'T KNOW HOW IT CAN BE BUT.. i avent see that problem before... generally it's the distributor or cad/rotor. but it's hard to say with out checking on the car
 
the crank pulley is what hold the gear for the timing belt in it's place. so it probably loosen and allow the timing gear to move and the belt slip. the crank shaft pulley bolt is suppose to be torque at 160 lb/ft( your wheel bolt are 80) so it's hard to figure out hoew it can move but everything is possible

ok that is really even more weard cause the guy wants to put a new one from the dealer does he really have to change it (he also said someting aboult the oil level saying that it was low but anyways i am going there tomorow and just to know how could i know if he is trying to scam me (i dont really trust him) :dunno:
