its turbo a 930 is a 911 turbo targa special edition that can not be sold to US my dad has one 87 20000km collection in mint condition

FYI not all 930 are Targas. There are also Coupe and Cabriolet versions.

Now about the turbos: Take a look at the engine. See those trumpet like intake over the carbs... Yeah right, that means it's normaly aspirated. There's no forced induction intake plenum... so it's not a 930 engine.

So how do you call a 911 Turbo without turbos?

Makes sense that it was born a 930 but modified to fit certain race regulations. Still a hell of a car though, even without turbos. It should even be more easy to race when you can safely apply power through the corner exit... wich the early 930 couldn't do.
 
Well, in the article they mentioned he's running a 915 5 speed, so maybe it started it's life as a 930 but he wanted to go NA so he replaced the turbo engine and fuel injection with a high comp 3.8 and carbs.
