About the contests, loto quebec by provincial law needs to be included in the process (read: paid off). Add to that law 101 and you have the perfect recipe for driving companies\competitors out of this shithole.

because quebec laws want a deposit to secure at least part of the winning price in case the draw was rigged , this goes back to the 60s if not even the 50s

I've lived in 3 different continents, let me tell you, quebec is pretty fked with their stupid 101 laws and useless bureaucracy and corruption compared with other 3RD world countries.

So if i did say "shithole" (which i didnt) i'd mean it, and it comes from the voice of experience.
