Im thinking of getting rid of bell, and I want to download torrents at 3-5 Mbits, and around 300 gigs of bandwidth... Teksavy isnt available here;\

What else is there besides bell and videotron?

Teksavvy is available.

The only ISPs are bell, videotron, and wholesalers of both(electronic box, teksavvy, acanac, etc)

get videotron business and be done with it.
