You can try and contest your inspection also. If they did not look your tires and fenders for any scraping marks, they're not right in their procedures.
There's nothing wrong in being low. What's mandatory is nothing bodywise must touch the ground and/or your tires, at any time. They can ask you to fully turn your steering wheel to inspect, but you have the right to refuse, which I encourage you to do so. If somehow they found some scrapping marks, they HAVE to ask you if there's a cause for that (ie: racing, different suspension setup at that time, etc.). If you provide them with a good reason, it's written in their procedures that they aren't aloud to give you an inspection for that, they must find something else that must be causing a risk for your (and the others) security. If nothing else is found, you're free to go.
