Pogne a peche sans permis...

What? I agree that the fines and penalties are adequate, but how can they at once be so severe regarding hunting and fishing and let killers and rapist walk.

how are they being severe? we don't even know what the penalty will be. it's not cut and dry like a traffic violation fine. essentially, the OP's friends were arrested and released on site with promise to appear in court. The decision/sentencing/punishment will be determined in court by a judge. No one can actually tell you what it'll be beforehand.

as for letting killers and rapists off, that's not even relevant. Generally speaking, rapists and killers don't get released on site with simply a promise to appear in court. And suspected violent criminals are tried by a jury. Whether they get acquitted or mistrial or whatever is a whole other story...

I think you're overanalyzing what I was trying to say and concentrating too much on the nomenclature when my comment meant to be simply expressed.

my dad got caught fishing with no license, he does catch and release, had to go to court and he got charged 100$ (he learned not to forget to renew his license next time he was at CT)

the reason you have to go to court when you get caught fishing with no license is because the law is the same for the huge fishing boat on sea and the guy with a single rod. it's a bit retarded but it works.
