This explains everything, there is NO other variants other than the one you just suggested. The US military complex can engineer a plan involving dozens of people intent on killing their own country men, but somehow cannot find the resources to fin real civilian clothes for their operatives.

Yes they can. I totally agree with you and your reasoning is sound. However, take in the fact that drills were being run at the same time as 9/11, the london bombings and now this event. Take into considering an administration trying to push a very very debated bill, including gun control, CISPA, the bill that pasted today to support Israel in case it decides to Invade Iran etc.. And you have a motive.
