Canada did kick out Iran's delegation recently and close their embassy. shortly after they issued a statement to their population and all Iranians living in canada that this is a violent and dangerous country. Maybe they would like to make it so?
Canada is also a close allie to Israel.

They were probably accepted as refugees, but ever since the Syrian incident were thrown out. However it is possible why wouldn't it be? Just because they don't like each other doesn't mean they can't smuggle into iran
