I was looking for a used iPhone 4 on eBay for testing Web development across many devices.

I fell on a "Bad ESN" iPhone which was reasonably priced. Since I'm going to use it on a wireless network it doesn't matter (I think), but I have a few questions to see if I can get more return on my purchase.

Will a bad ESN phone be:
1. compatible with some Quebec carriers? (if jailbroken)
2. able to install iOS7
3. able to connect o the app store

To my understanding, bad esn means stolen phone and/or still has a balance on it so good luck using it. I would stay away from it.
However, it makes a great parts phone since they go for cheap.

Most "Bad ESN" phones can be used on a different carrier once unlock
Forget about it with the iPhone, you might not be able to activate it with stupid iTunes
