Disposing of contaminated water

If you are cleaning extremely greasy/oily parts, what are you supposed to do with the waste water you are creating? Are you supposed to collect it and submit it to a hazardous substance pickup?

you probably shouldn't dump it down the sewer on the street, but what about the drain in the floor of the garage? where does that lead anyways?

If you have a bit of water, say around 4-8 L, bottle them up and bring them to a garage. Since it's contaminated water, any garage with a ethylene glycol bin (Prestone), they can dump it in there. I wouldn't put it in a oil drum.
