No it's not. Like all FQ models, this car is built and sold by Ralliart UK ... not by Mitsubishi itself.
Ralliart UK takes regular production Evos, bolts on aftermarket parts (generally HKS), does a mild engine tune, and sells them to the public as "FQ" models. The cars carry Ralliart drivetrain warranties (the factory Mitsu warranties are voided by the mods). It's pretty much exactly what Dinan does with their tuned BMWs.
The old FQ-400 based on the Evo VIII was an exception. Its 4G63T engine had forged internals and was built by Flow Race Engines and tuned by Owen Developments. All other FQ engines had stock internals, except for HKS cams.
