After receiving that, can you plead this guilty (if you see that the proof is overweening) or you have to wait for the court date papers?

you can switch to guilty...for a fee (last time i check was 25$)

sometime with the court date paper they offer that option, otherwise it will be a big 0 if you win or a 85$ (i don't remember what is the exact fee) if you lose ..plus ticket fee
